Gjat\u00eb punimeve kostot u rrit\u00ebn s\u00ebrish dhe vlera p\u00ebrfundimtare e tunelit llogaritet n\u00eb 201 milion euro<\/em><\/p>\n<p>Tenderi i pare p\u00ebr nd\u00ebrtimin e tunelit t\u00eb Llogaras\u00eb u hap m\u00eb 11 dhjetor 2020, me vler\u00eb 19.1 miliard\u00eb lek\u00eb dhe u mbyll m\u00eb 12 shkurt 2021. Por m\u00eb 19 prill 2021 n\u00eb buletinin e Agjencis\u00eb s\u00eb Prokurimit Publik, u njoftua se tenderi ishte anuluar, pasi asnj\u00eb ofert\u00eb nuk ishte e suksesshme n\u00eb p\u00ebrputhje me dokumentet e tenderit.<\/p>\n<p>N\u00eb k\u00ebt\u00eb procedur\u00eb u paraqit\u00ebn 6 oferta, ku m\u00eb e ulta, ishte ajo e shoq\u00ebris\u00eb \u201cGjoka Konstruksion\u201d sh.a., me vler\u00eb 14 miliard\u00eb lek\u00eb ose rreth 140 milion\u00eb euro.<\/p>\n<p>E nj\u00ebjta gar\u00eb u shpall m\u00eb 22 qershor 2021 p\u00ebr nd\u00ebrtimin e tunelit t\u00eb Llogaras\u00eb me fond limit 18.9 miliard\u00eb lek\u00eb, pa Tvsh. N\u00eb tenderin i cili u mbyll m\u00eb 28 korrik po t\u00eb vitit 2021, u b\u00ebn\u00eb 5 oferta, ku grupi I dy kompanive turke Intecar dhe Asl, u shpall fitues, me ofert\u00eb 17 miliarde leke, pa Tvsh.<\/p>\n<p>Oferta e tyre ishte e kat\u00ebrta p\u00ebr \u00e7mimin m\u00eb t\u00eb ul\u00ebt. Bashkimi i kompanive JV Concord Engineering and Contracting &amp;Alb Building shpk &amp; Alb Star shpk, q\u00eb kishte dh\u00ebn\u00eb nj\u00eb ofert\u00eb afro 12 milion\u00eb euro m\u00eb t\u00eb ul\u00ebt, u skualifikua, sikund\u00ebr dhe tre t\u00eb tjerat.<\/p>\n<p>Shoq\u00ebria \u201cGjoka Konstruksion\u201d sh.a., e cila vet\u00ebm pak muaj m\u00eb par\u00eb n\u00eb tenderin e m\u00ebparsh\u00ebm duke ofruar nj\u00eb vler\u00eb ndjesh\u00ebm m\u00eb t\u00eb ul\u00ebt, nuk u p\u00ebrfshi n\u00eb gar\u00ebn e dyt\u00eb. Por gjurm\u00ebt e saj do t\u00eb shfaqen m\u00eb von\u00eb.<\/p>\n<p>N\u00eb Qendr\u00ebn Komb\u00ebtare t\u00eb Biznesit dokumentacioni p\u00ebr regjistrimin e shoq\u00ebris\u00eb q\u00eb do t\u00eb vepronte.n\u00eb Shqip\u00ebri, n\u00eb em\u00ebr t\u00eb dy kompanive fituese turke, \u00ebsht\u00eb b\u00ebr\u00eb nga shtetasja Rovena Dor\u00ebzi, e cila rezulton t\u00eb jet\u00eb e pun\u00ebsuar si juriste n\u00eb shoq\u00ebrin\u00eb \u201cGjoka Konstruksion\u201d sh.a. Regjistrimi i shoq\u00ebris\u00eb \u201cINTEKAR \u2013 ASL\u201d n\u00eb regjistrin tregtar \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb dat\u00ebn 23.11.2021.<\/p>\n<p>Shoq\u00ebria \u201cGjoka Konstruksion\u201d sh.a, rezulton t\u00eb jet\u00eb p\u00ebrfshir\u00eb si n\u00ebnkontraktore e punimeve. Logot dhe punonj\u00ebsit e saj shfaqen n\u00eb t\u00eb gjitha inspektimet q\u00eb jan\u00eb kryer nga Balluku, gjat\u00eb kryerjes s\u00eb punimeve p\u00ebr nd\u00ebrtimin e tunelit t\u00eb Llogaras\u00eb.<\/p>\n<p>Dyshohet se diferenca prej 30 milion\u00eb eurosh mes ofert\u00ebs s\u00eb tyrqve dhe asaj t\u00eb \u201cGjoka Konstruksion\u201d \u201c\u00ebsht\u00eb \u201ctarif\u00eb suksesi\u201d e shoq\u00ebris\u00eb \u201cINTEKAR \u2013 ASL\u201d, pa kryer asnj\u00eb pun\u00eb, pasi t\u00eb gjitha punimet jan\u00eb realizuar nga shoq\u00ebria shqiptare \u201cGjoka Konstruksion\u201d sh.p.k..<\/p>\n<p>Nga kjo skem\u00eb, mbi t\u00eb cil\u00ebn r\u00ebndojn\u00eb dyshime serioze p\u00ebr korrupsion apo abuzim me detyr\u00ebn, Buxhetit t\u00eb Shtetit provohet se i \u00ebsht\u00eb shkaktuar nj\u00eb d\u00ebm prej t\u00eb pakt\u00ebn 30 milion\u00eb euro, p\u00ebr shkak se nuk pasqyrohet ndonj\u00eb shpenzim p\u00ebr k\u00ebt\u00eb vler\u00eb.<\/p>\n<p>Por q\u00eb nga koha e tenderit, vlera e projektit u rrit dhe me 30 milion\u00eb euro t\u00eb tjera.
