Po publikojme nje Studime te Shtjefen Gjecov Kryeziut te botuar ne vitin 1921, Mbi detyrat e shtetasve dhe deturimin e Nepunsave. Studimi eshte shume aktual edhe sot, shkruan Kurt Farka n\u00eb \u201cShqiptari\u201d. Ne ato vite ende nuk ishte saktesuar terminologjia per \u201cdetyrimet\u201d dhe autori qe njihej qe ishte purist ne permbajtjen e termave , per \u201cDetyrimet\u201d perdor termin Telozna, term i njohur edhe ne gjuhen popullore te asaj periudhe, por sot nuk ka perdorim dhe eshte harruar.<\/p>\n<p>Studimi eshte ne gegnishte, dhe ne po e publikojme pa ndryshime edhe per ruajtjen e dialektit te autorit ne kohe. E shkeputem nga Vellimi: Shtjefen Gjecov Kryeziu; Shtyllat e Kombit\/ Publicistike, pergatitur per botim nga Jaho Brahaj, botuar ne vitin 2009.<\/p>\n<p>Telozna<\/p>\n<p>Hyjnis\u00eb t\u00eb Hyjnis\u00eb, Mbretit t\u00eb Mbretit<\/p>\n<p>Natyra na m\u00ebson, e nuk \u00ebsht\u00eb nevoja e sterhollimeve, se detyra e t\u00eb zot t\u00eb shpis\u00eb asht me vendos mendjen e synin mbarvajtjes se shpis\u00eb; me punue me sa duar q\u00eb t\u00eb k\u00ebt\u00eb n\u00ebn kulm, tuj hedh\u00eb bim\u00eb e t\u00eb tjera sende ushqimore q\u00eb do ti duhen p\u00ebr nevoj\u00eb t\u00eb shpis\u00eb e t\u00eb gjas\u00eb s\u00eb gjall\u00eb rrotull vitit. Shkurt: Detyra e t\u00eb zot t\u00eb shpis\u00eb asht q\u00eb t\u00eb perpiqet p\u00ebr fatlum\u00ebsi t\u00eb shpis\u00eb e t\u00eb shpijave.<\/p>\n<p>Ma e madhja detyr\u00eb asht p\u00ebr nji zot shpije, nen kulmin e s\u00eb cil\u00ebs l\u00ebvrojn\u00eb njer\u00ebz e bag\u00ebti, t\u00eb mir e t\u00eb kqinj\u00eb, i cili do ti hapi syt e kujdesit jo ve\u00e7 p\u00ebr n\u00eb shpi e rrethin e saj\u00eb, por do t\u00eb permbledhin n\u00eb gjan\u00ebsin e pamjes s\u00eb vet, nj\u00eb rreth shum\u00eb m\u00eb t\u00eb hap\u00ebt mbrenda t\u00eb cilit p\u00ebrfshihen: njer\u00ebz, bag\u00ebti, ar\u00eb e livadhe mezhda e kullosa, si n\u00eb v\u00ebrri e n\u00eb mal, e k\u00ebto do ti mbaj\u00eb t\u00eb thuruna ver\u00eb e dim\u00ebn, nat\u00eb e dit\u00eb qi t\u00eb mos ngat\u00ebrrohen njerzia: me i mbajt\u00eb n\u00eb fre njerzit e vet q\u00eb mos tu versulet kush p\u00ebr me ju a penguar lirin\u00eb e me i marr\u00eb nep\u00ebr kamb\u00eb.<\/p>\n<p>Ky zot shpije i k\u00ebsaj shpie t\u00eb madhe e i ketij rrethi kaq t\u00eb hap\u00ebt, asht Mbreti, e shpija e madhe asht Mbret\u00ebnia. F\u00ebmija i tij jan\u00eb bag\u00ebtit e pasunija \u201cn\u00eb mal e n\u00eb fush\u00eb\u201d me bjeshk\u00eb e v\u00ebrri e deri ku shtrihet sundimi i mbretit, jan\u00eb t\u00eb tijat. \u2013 Mbreti asht shtati, gjymtyr\u00ebt e t\u00eb cilit jan\u00eb n\u00ebnshtetasit.<\/p>\n<p>Q\u00eb t\u00eb p\u00ebrparoj nga e mbara shpija e vog\u00ebl, kerkon kujdesin e t\u00eb zot, dhe ndihm\u00ebn e krahve e t\u00eb njerzve qi banojn\u00eb nen kulm t\u00eb saj\u00eb; k\u00ebt\u00eb ndihm\u00eb k\u00ebrkon edhe mbretnija prej njerzve q\u00eb e perbajn\u00eb. Ashtu si ka nevoj\u00eb per roje e qet\u00ebsi shpija e vog\u00ebl, ma shum\u00eb e k\u00ebrkon shpija e madhe, e cila ka nevoj\u00eb p\u00ebr roje e qet\u00ebsi t\u00eb brendshme, p\u00ebr administrim e perparim, p\u00ebr rregullim e mbrojtje nga \u00e7do k\u00ebrcnim nga jasht, e k\u00ebto e kujdese i ka mbi krye Shtati, Mbreti e qeverija e tij.<\/p>\n<p>Ligji i natyr\u00ebs, ligji i Perendis\u00eb u ve detyr\u00eb njerzve q\u00eb ti pergjigjen me detyrime t\u00eb zot t\u00eb shpis\u00eb e ti gjinden me ndihm\u00eb me krah e me djersen e ballit. Njato detyrime u caktohen edhe gjymtyr\u00ebve t\u00eb mbretnis\u00eb: me i dhan\u00eb ndihm\u00eb e krah Shtatit t\u00eb vet, Mbretit t\u00eb vet, e me ndej me respekt e me ndigjes\u00eb, e me nda kafshat\u00ebn e goj\u00ebs me te, q\u00eb t\u00eb mundet ku me sy t\u00eb vet e ku nepermjet zevendesave t\u00eb vet me qeveris popullin e vet.<\/p>\n<p>Qeverisja, rregullimi, ruajtja dhe qet\u00ebsia nuk munden me qendrua n\u00eb kamb\u00eb, e nuk ka mund\u00ebsi me u prit k\u00ebrcnime e rreziqe t\u00eb tmerrshme as ato nga jasht, kur populli e rrudh doren e zemren; se tu i rrudhun k\u00ebto ai kishte me u diftue teper i poshter, e kishte me d\u00ebshmue se nuk don mbret, nuk don emen e za t\u00eb mir\u00eb.<\/p>\n<p>Mbreti asht ati i popullit, asht Kreu i tij, asht Prij\u00ebsi e Kujdestari i tij; e populli asht biri i k\u00ebtij Atit, asht \u201cn\u00ebnshtetasi\u201d i k\u00ebtij. Kreu, asht ndjek\u00ebsi i k\u00ebtij Prij\u00ebsi, asht \u201cp\u00ebrkrah\u00ebsi\u201d i k\u00ebtij Kujdestari. Rregullin e dashunin ja detyron. Si nuk mund t\u00eb mendohet nji Mbret pa popull, pa qeveri e ushtri; ashtu nuk mund t\u00eb mendohet se kishte me muejt me drejtue Mbreti, po nuk ju perkrah populli me djemt e djerset e veta.<\/p>\n<p>*<\/p>\n<p>Tham\u00eb se Mbreti asht ati, kreu, prisi e kujdestari i popullit; por p\u00ebr fat t\u00eb keq popullit \u2013 sideomos tonit \u2013 nuk i hyjn n\u00eb krye aq lehtas k\u00ebto perthanje t\u00eb madhnueshme e t\u00eb ambla q\u00eb i bashkanjiten mbretit t\u00eb nj\u00eb kombi; t\u00eb shumten e her\u00ebs emni i mbretit i bahet gjak nder sy popullit. Ja arsyeja: Populli mendon se \u00e7do pun\u00eb q\u00eb bajn zevend\u00ebsat e Mbretit rrjedhin prej rraje, prej mbretit; \u00e7do zyrtar a taksidar q\u00eb t\u00eb dal\u00eb n\u00ebp\u00ebr katunde me mbledh, hir a pa hir; \u00e7do pul\u00eb apo pat\u00eb q\u00eb i k\u00ebrkohet popullit e \u00e7do dhunim q\u00eb ti bahet, mbretit ja lan\u00eb. Mbreti i ka dergua, mbreti lyp\u00eb, mbreti k\u00ebrkon, mbreti n\u00eb ven kamben. K\u00ebto keqkuptime si duhen shkrue ne faj popullit, por zyrtarve e taksidarve.<\/p>\n<p>Historija e \u00e7do shekulli na deshmon se nder shka\u00e7et q\u00eb kan\u00eb mbrri me trondit deri fronet e t\u00eb m\u00ebdhajve t\u00eb bot\u00ebs e me i ba t\u00eb vendosin gishtin mbi ball, kan\u00eb qen\u00eb detyrimet, taksat e t\u00eb lamet, si kur kan\u00eb qen\u00eb prodhime bim\u00ebsh a bag\u00ebtish e t\u00eb tjera. Emni i t\u00eb lameve (pagesave) gjithmon\u00eb ka pas\u00eb shkaktue n\u00eb popull vaj e ankesa, nam\u00eb e thirrje, e sa her\u00eb ka ndodh\u00eb q\u00eb ka pas\u00eb hy kryengritja n\u00eb popullsi rezultat i s\u00ebcil\u00ebs kan perfundue t\u00eb lam\u00eb me gjak, p\u00ebr tmerr, si njerzit e popullit si ata t\u00eb qeveris\u00eb, me dam t\u00eb at\u00ebdheut e t\u00eb mbretnis\u00eb. Rrjedha e k\u00ebtyne t\u00eb zezave nuk mund ti ngarkohen popullit, por njerzve t\u00eb qeveris\u00eb, p\u00ebr arsye se k\u00ebta t\u00eb shtym\u00eb prej fitimesh t\u00eb ve\u00e7anta p\u00ebrhapeshin neper popull jo si vllaznit e popullit, por n\u00eb m\u00ebnyr\u00eb t\u00eb ujqve t\u00eb uritur; jo me mbledh popullin e me i than\u00eb ndonji shpjegim se per \u00e7far\u00eb qellimi i japin ato pagesa, por p\u00ebrkundra me sjelljet mizore t\u00eb tyne, i jepshin malin popullit e tuj nxierr shkak t\u00eb pabindjen e tij, v\u00ebshin dor\u00eb me rrenim ku me pula e pata, pernjimend, ku me d\u00ebmtime, me t\u00eb shituna e me t\u00eb bleme si dojshin vet\u00eb. K\u00ebshtu e dhjeta vete ne p\u00ebs\u00ebshe e ndonj\u00eb rast per m\u00ebshir n\u00eb shtat\u00ebsh\u00eb e tet\u00ebshe; Domethan\u00eb se njerzit e popullit do ta ndajshin p\u00ebr gjys\u00ebm me taksidar\u00ebt mundin e djers\u00ebn e vet\u00eb, e prej k\u00ebtyne t\u00eb marrunave t\u00eb shumten e ndalshin p\u00ebr vete zyrtar\u00ebt e taksidar\u00ebt, e qeveris\u00eb i jepnin ve\u00e7se tepric\u00ebn. K\u00ebto pun\u00eb pra e ftohin popullin dhe u hyn\u00eb n\u00eb palc\u00eb urrejtja ndaj mbretit e qeveris\u00eb, se u shkon mendja se mbreti e qeveria urdhnojn\u00eb, q\u00eb ti vihet kamba popullit e ta vorfnojn\u00eb n\u00eb at\u00eb m\u00ebnyr\u00eb t\u00eb dhunshme.<\/p>\n<p>Kujtoi se nuk gaboi n\u00ebqoft\u00ebse them, se vaji, brima e ankimi i popullit t\u00eb shumten e her\u00ebs asht i arsyesh\u00ebm.<\/p>\n<p>*<\/p>\n<p>T\u00eb regjurve nd\u00ebr mjerime do tu besohet; atyre q\u00eb dhe dreka dhe darka u p\u00ebrbahet prej le\u00e7enikut.<\/p>\n<p>Ja disa tregime t\u00eb hershme para se t\u00eb flasim p\u00ebr t\u00eb vonat apo tonat.<\/p>\n<p>Se merreshin neperkamb\u00eb popujt e hersh\u00ebm jo vet\u00ebm prej z\u00ebvend\u00ebsave, por edhe prej mbret\u00ebnve t\u00eb tyre, historit\u00eb na bajn\u00eb d\u00ebshmi.<\/p>\n<p>Se \u00ebsht\u00eb fillue jeta nuk gjejm\u00eb nji komb n\u00eb bot\u00eb q\u00eb ka mb\u00ebrrit me i mohue detyrimet q\u00eb ka ndaj kryetarit, e si jan\u00eb gjet\u00eb asi kryetar\u00ebsh q\u00eb e largoishin popullin nga vetja me dhunime e mizorit e veta, ashtu ka patur asish q\u00eb jan\u00eb mundue me e afrue popullin e me e futun n\u00ebn sjetull t\u00eb vet.<\/p>\n<p>Teprija e t\u00eb lameve nuk asht tjet\u00ebr por \u201crrenimi\u201d i Shtatit sepse k\u00ebto kan\u00eb q\u00ebllime t\u00eb ve\u00e7anta e jo t\u00eb p\u00ebrgjithshme; kan\u00eb q\u00ebllim madh\u00ebshtit e t\u00eb ve\u00e7ant\u00ebve, e jo t\u00eb mir\u00ebn e p\u00ebrparimin e popullit e t\u00eb mbretnis\u00eb. Teprija e pagesave e \u00e7on popullin e mbretnin\u00eb kah rrenimi e jo kah jeta. Si t\u00eb shikoj\u00eb rrenimin e vet\u00eb popullit i jepet shkaku ose me u ngrit\u00eb forc\u00ebrisht kundra Shtatit t\u00eb vet\u00eb ose do ngelet si nji gjarpen i k\u00ebputur n\u00eb kryq tu u sjell nep\u00ebr pluhun deri sa ti dal fryma, e kjo sepse Shtati mizor asht mbajtun prej fuqive mizore, i mbajtun prej fuqije t\u00eb n\u00ebpunsave, nuk e lejon me ngrit\u00eb ballin kundra t\u00eb paudhave q\u00eb i bahen.<\/p>\n<p>Horodoti na kallxon se Athinasit e pangopun paten arrit me lyp detyrime prej banorve t\u00eb bregut t\u00eb Andros, jo n\u00eb em\u00ebn t\u00eb sunduesit \u2013 i cili do e ket marr\u00eb e teprue \u2013 por n\u00eb emen t\u00eb dy hyjneshave q\u00eb quheshin: Mbushamende (Dea Peersuasio) e Nevoja (Dea Necessitas). Si t\u00eb hyj\u00eb n\u00eb popull hyjnesha Mosmundja e Vobeksija hec e sille ne mend! E \u00e7far\u00eb fitimi e \u00e7\u2019nder e \u00e7\u2019em\u00ebn i mbetet mbretit e mbretnis\u00eb si ti fiket populli kur e leshon n\u00eb dor\u00eb t\u00eb zyrtarve mizor? Ashtu si ka detyrim populli me ja dhan\u00eb shtatit \u00e7ka i detyrohet, ashtu asht detyra e shtatit me ja largue frigen popullit.<\/p>\n<p>Lekedemon\u00ebt mbas deshtimit t\u00eb Plutarkut, ishin zotnues t\u00eb Greqis\u00eb. Pra pok\u00ebshtu dhe gjith\u00eb grek\u00ebt do lanin detyrimin duke d\u00ebshirue q\u00eb t\u00eb vendoste detyrime n\u00eb baz\u00eb t\u00eb pasunive e t\u00eb tokave P\u00ebr k\u00ebt\u00eb arsye Athinasit u paraqit\u00ebn para Lakademonasve me Aristidhin. Doli Aristidhi i varf\u00ebr dhe i ndau detyrimet simbas pasunije dhe mbet\u00ebn t\u00eb gjith\u00eb t\u00eb k\u00ebnaqun. Aristidhi e caktoi deturimin 160 talenta. Kur erdhi e hypi n\u00eb pushtet Perikliu e ngriti detyrimin n\u00eb 600 talenta. E mbrapa k\u00ebtij vazhdoi t\u00eb ngrihet deri sa hypi n\u00eb 1300 talenta. \u2013 Gjithnji si tasidar\u00ebt e Shqipnis\u00eb son\u00eb n\u00eb koh\u00eb t\u00eb Sulltanave. K\u00ebto ngritje nuk u ban\u00eb se kishte mbetun shtati mangut p\u00ebr hargjimet e detyrueme, por sepse prishej djersa e mundi i popullit nder kremtime t\u00eb sterm\u00ebdha e nder ndertesa t\u00eb stermadh\u00ebnueshme.<\/p>\n<p>Nder Perandoret e Rrom\u00ebs, sundimi i t\u00eb cilve p\u00ebrfshinte mbar\u00eb boten e at\u2019hershme, po permendim disa nder njiqind q\u00eb kan\u00eb pas luejt mendsh hapur, t\u00eb cilet pa far\u00eb m\u00ebshiret rjepshin popullin, i pinin gjakun, e i bllokonin frym\u00ebn popujve t\u00eb pushtuar.<\/p>\n<p>Galba porsa hypi naltsin\u00eb e sundimit, simas d\u00ebshmis\u00eb s\u00eb Svetonit, aq i randoj popujt me detyrime pagesash e n\u00eb grumbullimin e visareve, sa mbrrini me hyp n\u00eb zyre ma t\u00eb nalta t\u00eb mbretnis\u00eb njerzit ma t\u00eb posht\u00ebm me cuba e pla\u00e7kit\u00ebs, tuj i ba zavend\u00ebsa n\u00ebper t\u00eb kater an\u00ebt e mbretnis\u00eb me porosi q\u00eb ti pinin gjakun popujve me taksa. K\u00ebto mbasi e venin popullin nen shkop, me visare t\u00eb grumbullueme ktheheshin nd\u00ebr shpija per me kalue jet\u00ebn mbeshtet, e nder arg\u00ebtime e marri, e menjiher\u00eb prap i thirrte zoti Galba i cili pa e tjerr\u00eb punen gjat\u00eb me nj\u00eb pages tre grosh\u00ebsh i percillte p\u00ebr atje nga nuk do ktheheshin ma, e pasunit e tyne t\u00eb vjedhuna popullit, Galba i st\u00ebrvidhte e i bante t\u00eb vetat.<\/p>\n<p>Gaji Qezar i qujtun Kaligula, aq ka q\u00ebn\u00eb i dhan\u00eb mbas mizorish e mbas pun\u00ebsh t\u00eb ndyeta, aq i ishte rrit\u00eb mendja, sa nder marr\u00ebzit t\u00eb panjehyna kallzohet edhe kjo e cila e tregon si mik bag\u00ebtish e jo t\u00eb njerzimit. -Ky kishte nj\u00eb kal q\u00eb nuk e nd\u00ebrronte me Rromen e me rroman\u00ebt. I jepte me hanger elb t\u00eb zgjedhun t\u00eb hedhun nder kupa t\u00eb arta e i jepte me pi ven\u00eb n\u00eb vend t\u00eb ujit. Selenikat, e mbulojen ja kishte premun me stofra t\u00eb perpurta e me gjithfar qendisjesh e lajlesh. Stalla e kalit ishte me shtroje e mbuloj\u00eb t\u00eb mermert\u00eb, e grazhdi prej dhambesh prej eshtnave t\u00eb dhambeve t\u00eb elefantit. Qaforja e kalit ishte prej margaritar\u00ebsh.
