Rekomandojm\u00eb q\u00eb marrja e mostrave t\u00eb filloj\u00eb menj\u00ebher\u00eb pas mb\u00ebrritjes s\u00eb anijes s\u00eb par\u00eb. Ka gjasa q\u00eb d\u00ebrgesa e par\u00eb q\u00eb do t\u00eb mb\u00ebrrij\u00eb n\u00eb Durr\u00ebs t\u00eb jen\u00eb 41 kontejner\u00ebt e transportuar nga Maria Saveria. Besojm\u00eb se pritja e anijes s\u00eb dyt\u00eb do t\u00eb krijonte polemika t\u00eb panevojshme. Ramaj,<\/p>\n<p>D\u00ebshiroj t\u00eb prezantohem si Drejtor Ekzekutiv i Basel Action Network, nj\u00eb OJQ globale q\u00eb mb\u00ebshtet zbatimin e Konvent\u00ebs s\u00eb Bazelit, traktati i OKB-s\u00eb q\u00eb rregullon l\u00ebvizjen nd\u00ebrkufitare t\u00eb mbetjeve t\u00eb rrezikshme. Si\u00e7 jeni pa dyshim t\u00eb informuara, ne kemi ngritur alarmin lidhur me 102 kontejner\u00eb transporti q\u00eb dyshojm\u00eb se p\u00ebrmbajn\u00eb mbetje t\u00eb rrezikshme, t\u00eb cilat po kthehen n\u00eb Durr\u00ebs, Shqip\u00ebri, pasi kishin l\u00ebn\u00eb k\u00ebt\u00eb port n\u00eb fillim t\u00eb korrikut t\u00eb k\u00ebtij viti me destinacion Tajland\u00ebn. \u00cbsht\u00eb thelb\u00ebsore p\u00ebr sh\u00ebndetin e qytetar\u00ebve t\u00eb Shqip\u00ebris\u00eb dhe mjedisin, si dhe p\u00ebr respektimin e ligjit nd\u00ebrkomb\u00ebtar, q\u00eb k\u00ebta kontejner\u00eb t\u00eb testohen p\u00ebr t\u00eb p\u00ebrcaktuar n\u00ebse p\u00ebrmbajn\u00eb mbetje t\u00eb rrezikshme, si\u00e7 dyshohet, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb merren masat e duhura.<\/p>\n<p>Sot po ju shkruaj p\u00ebr t\u00eb propozuar nj\u00eb plan t\u00eb thjesht\u00eb dhe transparent p\u00ebr testimin e k\u00ebtyre mbetjeve t\u00eb dyshuara me kthimin e tyre n\u00eb Durr\u00ebs. BAN \u00ebsht\u00eb n\u00eb dijeni se kjo \u00e7\u00ebshtje ka t\u00ebrhequr v\u00ebmendje t\u00eb konsiderueshme n\u00eb media brenda Shqip\u00ebris\u00eb, s\u00eb bashku me shum\u00eb thashetheme dhe spekulime. Ne jemi t\u00eb shqet\u00ebsuar se, n\u00ebse nuk zbatohet nj\u00eb plan i mir\u00ebfillt\u00eb p\u00ebr pranimin dhe marrjen e mostrave t\u00eb mbetjeve t\u00eb dyshuara, kjo mund t\u00eb \u00e7oj\u00eb n\u00eb teori konspirative, munges\u00eb transparence dhe dezinformim q\u00eb nuk i sh\u00ebrben askujt.<\/p>\n<p>Prandaj besojm\u00eb se hapi m\u00eb i mir\u00eb p\u00ebr qeverin\u00eb e Shqip\u00ebris\u00eb dhe qytetar\u00ebt shqiptar\u00eb \u00ebsht\u00eb q\u00eb kontejner\u00ebt t\u00eb hapen publikisht dhe t\u00eb merren mostra t\u00eb ndara. Kjo do t\u00eb vendoste qeverin\u00eb n\u00eb nj\u00eb drit\u00eb pozitive, duke treguar se po mbron qytetar\u00ebt dhe mjedisin nga ndotja. Gjithashtu, kjo do ta mbronte qeverin\u00eb nga \u00e7do akuz\u00eb e mundshme p\u00ebr mashtrim apo munges\u00eb transparence. Nj\u00eb ngjarje e hapur publike do ta vendoste Shqip\u00ebrin\u00eb si nj\u00eb shembull pozitiv t\u00eb zbatimit efektiv t\u00eb Konvent\u00ebs s\u00eb Bazelit.<\/p>\n<p>**Sfondi**<br \/>\nEdhe pse jeni pa dyshim t\u00eb njohura me faktet e k\u00ebtij rasti, po i p\u00ebrmbledh shkurtimisht k\u00ebtu.<br \/>\nN\u00eb fillim t\u00eb korrikut, 102 kontejner\u00eb t\u00eb ngarkuar me ton\u00eb materiali u nis\u00ebn nga porti i Durr\u00ebsit n\u00eb Shqip\u00ebri, me destinacion Tajland\u00ebn, me shumic\u00ebn e transportit mbi dy anije t\u00eb Maersk. Dokumentet e ngarkes\u00ebs s\u00eb k\u00ebtyre kontejner\u00ebve jan\u00eb t\u00eb bashk\u00ebngjitura.<br \/>\nMenj\u00ebher\u00eb pas k\u00ebsaj, BAN u informua nga nj\u00eb sinjalizues konfidencial se kontejner\u00ebt p\u00ebrmbanin pluhur t\u00eb rreziksh\u00ebm nga furra elektrike me hark (EAF), dhe na u dhan\u00eb fotografi q\u00eb tregonin ngarkimin n\u00eb Durr\u00ebs t\u00eb pik\u00ebrisht atyre kontejner\u00ebve t\u00eb konfirmuar se ishin n\u00eb bordin e anijeve. BAN e konfirmoi m\u00eb tej informacionin e sinjalizuesit duke rishikuar dokumentet e ngarkes\u00ebs, t\u00eb cilat tregonin se materiali ishte \u201cpjes\u00ebza t\u00eb imta, koncentrat zinku\u201d. Pluhuri EAF shpesh shitet si koncentrat zinku dhe \u00ebsht\u00eb nj\u00eb nga pak rrjedhat e mbetjeve q\u00eb \u00ebsht\u00eb nj\u00eb \u201cpjes\u00ebz e im\u00ebt\u201d, pasi vjen nga pluhuri i mbledhur n\u00eb furrat e \u00e7elikut p\u00ebr t\u00eb kapur at\u00eb q\u00eb p\u00ebrndryshe do t\u00eb lirohej si ndotje e d\u00ebmshme ajrore. BAN tani ka 95% besim se kontejner\u00ebt p\u00ebrmbajn\u00eb pluhur EAF ose nj\u00eb mbetje t\u00eb pluhurit t\u00eb p\u00ebrpunuar pjes\u00ebrisht t\u00eb EAF. Pluhuri EAF \u00ebsht\u00eb nj\u00eb mbetje e njohur e rrezikshme q\u00eb mund t\u00eb p\u00ebrmbaj\u00eb nivele t\u00eb larta metalesh toksike si plumbi dhe p\u00ebrb\u00ebr\u00ebs organik\u00eb t\u00eb rreziksh\u00ebm si PAH-t\u00eb dhe dioksinat\/furan\u00ebt.<\/p>\n<p>Si\u00e7 e dini, Shqip\u00ebria \u00ebsht\u00eb nj\u00eb Pal\u00eb n\u00eb Konvent\u00ebn e Bazelit, e cila rregullon \u00e7do d\u00ebrges\u00eb nd\u00ebrkufitare t\u00eb mbetjeve t\u00eb rrezikshme midis vendeve. N\u00ebse kontejner\u00ebt p\u00ebrmbajn\u00eb materiale t\u00eb rrezikshme, at\u00ebher\u00eb nuk mund t\u00eb ishin d\u00ebrguar n\u00eb nj\u00eb vend tjet\u00ebr pa p\u00eblqimin me shkrim t\u00eb vendit eksportues, Shqip\u00ebris\u00eb, vendeve tranzit si Italia, Malta, Maroku, Afrika e Jugut dhe Singapori, dhe vendit importues, Tajland\u00ebs. Asnj\u00eb nga k\u00ebto vende nuk ka dh\u00ebn\u00eb p\u00eblqimin e tyre, dhe p\u00ebr k\u00ebt\u00eb arsye, n\u00ebse kontejner\u00ebt tregohen t\u00eb p\u00ebrmbajn\u00eb mbetje t\u00eb rrezikshme, at\u00ebher\u00eb k\u00ebto d\u00ebrgesa p\u00ebrb\u00ebjn\u00eb \u201ctrafik t\u00eb paligjsh\u00ebm\u201d sipas Nenit 9 t\u00eb Konvent\u00ebs s\u00eb Bazelit.
