Por pavar\u00ebsisht k\u00ebsaj un\u00eb nuk besoj tek individ\u00ebt, por te Institucionet.<\/em><\/p>\n<p><em>Kjo \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb n\u00ebse nuk merr zgjidhje nga Kushtetuesja, p\u00ebr shkeljet penale do t\u00eb shkoj\u00eb n\u00eb SPAK.
