FMN eshte shprehur kritik ndaj PPP n\u00eb p\u00ebrgjith\u00ebsi,po p\u00ebr k\u00ebto dy t\u00eb fundit?<\/p>\n<p>Martijn: N\u00eb vitet e fundit Shqip\u00ebria \u00ebsht\u00eb mb\u00ebshtetur gjithnj\u00eb e m\u00eb shum\u00eb n\u00eb p\u00ebrdorimin e PPP-ve p\u00ebr t\u00eb financuar nevojat e veta p\u00ebr investime dhe p\u00ebr t\u00eb ofruar sh\u00ebrbime publike. Duke qen\u00eb se stoku i PPP-ve vazhdon t\u00eb rritet, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb qeveria t\u00eb ekuilibroj\u00eb oportunitetet dhe rreziqet q\u00eb PPP-t\u00eb sjellin, jo vet\u00ebm n\u00eb vitin aktual buxhetor, por p\u00ebr gjat\u00eb gjith\u00eb koh\u00ebzgjatjes s\u00eb kontrat\u00ebs. Ne jemi t\u00eb inkurajuar q\u00eb me ndryshimet e fundit n\u00eb ligjin e PPP-ve, Ministria e Financave do t\u00eb ket\u00eb nj\u00eb rol m\u00eb vendimtar n\u00eb monitorimin e rreziqeve t\u00eb PPP-ve p\u00ebrpara se ato t\u00eb n\u00ebnshkruhen, por edhe gjat\u00eb koh\u00ebs s\u00eb zbatimit. Do t\u00eb jet\u00eb shum\u00eb e r\u00ebnd\u00ebsishme q\u00eb Ministria ta ushtroj\u00eb plot\u00ebsisht k\u00ebt\u00eb p\u00ebrgjegj\u00ebsi t\u00eb re p\u00ebr t\u00eb mbrojtur financat publike.<\/p>\n<p>Pa hyr\u00eb n\u00eb detajet e projekteve individuale, ajo q\u00eb ne shohim \u00ebsht\u00eb nevoja p\u00ebr t\u00eb pasur nj\u00eb kuad\u00ebr m\u00eb t\u00eb integruar p\u00ebr investimet publike. Kjo do t\u00eb thot\u00eb q\u00eb duhet t\u00eb jet\u00eb qeveria ajo q\u00eb e vendos axhend\u00ebn e prioriteteve t\u00eb saj bazuar n\u00eb strategjit\u00eb komb\u00ebtare dhe sektoriale, si dhe q\u00eb nevojat p\u00ebr investime jan\u00eb prioritizuar si brenda t\u00eb nj\u00ebjtit sektor ashtu dhe nd\u00ebrmjet sektor\u00ebve t\u00eb ndrysh\u00ebm dhe q\u00eb projektet jan\u00eb vler\u00ebsuar bazuar n\u00eb nj\u00eb set kriteresh t\u00eb qarta dhe i jan\u00eb n\u00ebnshtruar nj\u00eb analize t\u00eb vler\u00ebs (q\u00eb sjellin) p\u00ebr parat\u00eb (e investuara). Aktualisht, PPP-t\u00eb nuk i n\u00ebnshtrohen t\u00eb nj\u00ebjtit procesi dhe nuk jan\u00eb t\u00eb harmonizuara me ciklin buxhetor, si projektet e tjera t\u00eb investimeve.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, mb\u00ebshtetja e tep\u00ebrt n\u00eb propozime t\u00eb pak\u00ebrkuara do t\u00eb thot\u00eb q\u00eb disa projekte mund t\u00eb z\u00ebn\u00eb hap\u00ebsir\u00ebn buxhetore n\u00eb t\u00eb ardhmen pa iu n\u00ebnshtruar procesit t\u00eb prioritizimit m\u00eb par\u00eb. Kufizimi i hap\u00ebsir\u00ebs p\u00ebr p\u00ebrdorimin e propozimeve t\u00eb pak\u00ebrkuara n\u00eb t\u00eb ardhmen \u00ebsht\u00eb nj\u00eb zhvillim i dobish\u00ebm.
