Ulqini: \u201c\u2026\u2026tep\u00ebr rrall\u00eb gjendet n\u00eb bibliografit\u00eb kryesore apo n\u00eb citime t\u00eb zakonshme.<\/p>\n<p>Ernesto Cozzi, ashtu si shumica e albanolog\u00ebve, ishte i huaj italo-austriak nga Trentoja. Ai u lind m\u00eb 6 korrik 1870 dhe vdiq 23 mars 1926. E deshi Shqip\u00ebrin\u00eb aq fort, sa q\u00eb trupi do gjente prehje vet\u00ebm k\u00ebtu. Ndon\u00ebse vdiq dhe u varros n\u00eb Bari, u zhvarros dhe u rivarros n\u00eb Shkod\u00ebr, m\u00eb 29 maj 1926, i nderuar, jo vet\u00ebm nga populli, por edhe nga p\u00ebrfaq\u00ebsues t\u00eb shtetit dhe t\u00eb trupit diplomatik.<\/p>\n<p>V\u00ebshtir\u00eb t\u00eb p\u00ebrmbledh\u00ebsh n\u00eb pak rreshta veprimtarin\u00eb e gjithanshme t\u00eb k\u00ebtij personaliteti nga radh\u00ebt e klerik\u00ebve italian\u00eb q\u00eb sh\u00ebrbyen n\u00eb Shqip\u00ebri. Nj\u00eb jet\u00eb e mbushur me veprimtari mes sh\u00ebrbes\u00ebs fetare, studiuesit t\u00eb censh\u00ebm t\u00eb kultur\u00ebs shpirt\u00ebrore dhe materiale t\u00eb shqiptar\u00ebve, mbrojt\u00ebsit t\u00eb t\u00eb drejtave komb\u00ebtare t\u00eb tyre, hierarkut t\u00eb lart\u00eb t\u00eb kish\u00ebs katolike n\u00eb Shqip\u00ebri, por dhe diplomatit, pasi, n\u00eb vitin 1921, ai ishte Delegati i par\u00eb Apostolik i Vatikani, shteti i par\u00eb, q\u00eb e njohu shtetin e ri shqiptar, t\u00eb dal\u00eb nga Kongresi i Lushnj\u00ebs (21-31 janar 1920).<\/p>\n<p>Tok\u00ebn shqiptare i frym\u00ebzuar nga misionar\u00ebt italian\u00eb me d\u00ebshir\u00ebn e tij, e shkeli n\u00eb vitin 1901. Braktisi jet\u00ebn e qet\u00eb t\u00eb udh\u00ebheq\u00ebsit shpirt\u00ebror n\u00eb Ala, Levico, por edhe at\u00eb t\u00eb famullitarit n\u00eb Bolzano, p\u00ebr t\u00eb vijuar m\u00eb tej sh\u00ebrbesat n\u00eb Mal\u00ebsi t\u00eb Madhe, Dukagjin e Postrib\u00eb, Zadrim\u00eb, Mirdit\u00eb e Shkod\u00ebr.<\/p>\n<p>Ndon\u00ebse erdhi n\u00eb koh\u00eb t\u00eb krizave politike dhe fetare pasoj\u00eb e pushtimit t\u00eb gjat\u00eb turk, por edhe t\u00eb ngjarjeve politike t\u00eb gjysm\u00ebs s\u00eb dyt\u00eb t\u00eb shekullit XIX q\u00eb p\u00ebrfshin\u00eb Ballkanin, mjeti m\u00eb i vlefsh\u00ebm i jet\u00ebs s\u00eb tij misionare ishte lidhja me banor\u00ebt, me q\u00ebllim kryesor riungjillizimin e tyre, por edhe d\u00ebshmimin para bot\u00ebs s\u00eb qytet\u00ebruar t\u00eb nj\u00eb kulture autoktone t\u00eb pacenuar, nga civilizimi, t\u00eb banor\u00ebve t\u00eb trevave malore, Si\u00e7 shkruante P. Engjell Serreqi, ai punoi \u201c me zell t\u00eb palodhur p\u00ebr shp\u00ebtimin e shpirt\u00ebrave, prandaj ishte i dashur dhe i nderuar prej t\u00eb gjith\u00ebve\u201d<\/p>\n<p>E. Cozzi nuk ishte indiferent edhe p\u00ebrkundrejt ngjarjeve, q\u00eb lidheshin me proceset politike dhe vijim\u00ebsin\u00eb e popujve n\u00ebn Perandorin\u00eb Turke. N\u00eb festimet n\u00eb favor t\u00eb Kushtetut\u00ebs turke t\u00eb vitit 1908 t\u00eb b\u00ebra n\u00eb Shkod\u00ebr, Edit Durhami, e pranishme n\u00eb fest\u00eb, kujtonte edhe priftin e Re\u00e7it, Ernesto Cozzi-n, ushtarak, mbi nj\u00eb kal\u00eb t\u00eb bardh\u00eb dhe me zagarin, q\u00eb e ndiqte prapa, i cili sapo u lexua dekreti i shpalljes s\u00eb \u201cHyrjetit\u201d k\u00ebrceu mbi platform\u00eb dhe me z\u00ebrin e tij ting\u00ebllues, (me nj\u00eb shqipe t\u00eb mir\u00eb- sh\u00ebn i yni) mbajti nj\u00eb fjalim t\u00eb \u00e7astit q\u00eb e mbylli me thirrjet: \u201cRroft\u00eb kushtetuta\u201d, Rroft\u00eb Padishahu\u201d Rroft\u00eb shqiptaria\u201d .<\/p>\n<p>I v\u00ebmendsh\u00ebm kundrejt \u00e7do gj\u00ebje q\u00eb e rrethonte, hap\u00ebsira e sh\u00ebrbes\u00ebs zgjerohej. Krahas p\u00ebrhapjes s\u00eb drit\u00ebs s\u00eb besimit fetar, me k\u00ebrsh\u00ebrin\u00eb e nj\u00eb studiuesi, iu fut edhe hulumtimeve t\u00eb kultur\u00ebs materiale dhe shpirt\u00ebrore t\u00eb fiseve mal\u00ebsore, q\u00eb do ta b\u00ebnin at\u00eb nj\u00eb nd\u00ebr personalitet m\u00eb t\u00eb shquara t\u00eb fush\u00ebs. T\u00eb strukur n\u00eb lart\u00ebsit\u00eb e m\u00ebdha t\u00eb bjeshk\u00ebve, n\u00eb nj\u00eb nd\u00ebrthurje t\u00eb \u00e7uditshme t\u00eb maleve dhe luginave mal\u00ebsor\u00ebt mes skamjes mjerane t\u00eb jet\u00ebs arrit\u00ebn t\u00eb ruajn\u00eb pak a shum\u00eb t\u00eb paprekura thesaret etnike, q\u00eb mund t\u00eb p\u00ebrcaktohen, si:\u201c\u2026.pasuri zanafillore t\u00eb rac\u00ebs, n\u00eb gjuh\u00eb dhe n\u00eb tradita\u201d<\/p>\n<p>Hulumtimet n\u00eb fush\u00ebn e etnologjis\u00eb t\u00eb filluara q\u00eb her\u00ebt n\u00eb shekullin e XVII ( kujto Frang Bardhin (1606-1643) , q\u00eb mes t\u00eb tjerave hulumtoi edhe me folklorin dhe etnografin\u00eb e Zadrim\u00ebs- sh\u00ebn. yn\u00eb) njoh\u00ebn kulme p\u00ebrgjat\u00eb shekullit XIX dhe gjysm\u00ebs s\u00eb par\u00eb shekullit XX. Klerik\u00eb t\u00eb urdhrave t\u00eb ndrysh\u00ebm fetar\u00eb, por edhe mjaft studiues kryesisht t\u00eb huaj, e ndonj\u00eb shqiptar\u00eb ndodheshin n\u00eb terren, duke pasqyruar rezultatet e pun\u00ebs p\u00ebrmes mjaft veprave, por edhe relacioneve drejtuar selive t\u00eb ndryshme qeveritare dhe qendrave shkencore t\u00eb koh\u00ebs.<\/p>\n<p>Edhe E. Cozzi, ishte nj\u00ebri nga ata, \u201dstudiues t\u00eb zellshme t\u00eb zakoneve shqiptare por puna e tij pati t\u00eb ve\u00e7ant\u00ebn e vet. Ai nuk ishte i financuar, apo edhe i mb\u00ebshtetur nga ndonj\u00eb instanc\u00eb shtet\u00ebrore apo organiz\u00ebm shkencor, pasi hulumtimin e shikonte si pjes\u00eb e misionit t\u00eb nj\u00eb kleriku. T\u00eb sigurte n\u00eb aft\u00ebsit\u00eb e autorit, por edhe n\u00eb seriozitetin shkencor t\u00eb trajtesave, veprat u botuan n\u00eb revistat shkencore t\u00eb fush\u00ebs: \u201cAnthropos\u201d, \u201cRevue d\u2019ethnographie et de sociologie\u201d, \u201cStudi albanesi\u201d, q\u00eb publikoheshin n\u00eb Vien\u00eb, Paris dhe Rom\u00eb. N\u00eb k\u00ebt\u00eb l\u00ebm\u00eb ai i kaloi paraardh\u00ebsit e vet (J.G. von Han, H. Hekard, N. Ashta, L. Mjeda e M. E. Durham) .<\/p>\n<p>E me gjith\u00eb vler\u00ebsimin, autori modestisht nuk ka pretenduar t\u00eb ket\u00eb b\u00ebr\u00eb nj\u00eb studim shkencor, pasi si\u00e7 e pohonte, \u201c.. p\u00ebr t\u00eb tilla studime duhej nj\u00eb kultur\u00eb shum\u00eb e gjer\u00eb n\u00eb shkencat juridike, q\u00eb mua m\u00eb mungon.<\/p>\n<p>Studimet E. Cozzi-t ngelen si pjes\u00eb e artikujve t\u00eb periodikut. Ato asnj\u00ebher\u00eb, sa qe gjall\u00eb autori, nuk u arrit t\u00eb publikoheshin si nj\u00eb lib\u00ebr i ve\u00e7ant\u00eb.<\/p>\n<p>Studimi \u201cFiset e Shqip\u00ebris\u00eb s\u00eb Sip\u00ebrme, q\u00eb n\u00eb dor\u00ebshkrim (1912) pati mb\u00ebshtetjen e konsullit austro-hungarez n\u00eb Shkod\u00ebr, Zambaur. Ai p\u00ebrmes kontit Bertold arriti t\u00eb siguroj\u00eb mjetet financiare p\u00ebr botimin e saj, e cila fatkeq\u00ebsisht nuk u arrit.<\/p>\n<p>Bazuar n\u00eb t\u00eb dh\u00ebnat e G. Valentini-t, t\u00eb konfirmuara edhe nga Kahreman Ulqini, (njeri nd\u00ebr etnolog\u00ebt e shquar shqiptar\u00eb) rezulton q\u00eb vepra kishte filluar t\u00eb shtypej n\u00eb shtypshkronj\u00ebn D.A. Kajon n\u00eb Sarajev\u00eb. Vet\u00eb E. Cozzi kishte marr\u00eb p\u00ebr t\u2019i korrigjuar bocat e para, por m\u00eb tej: \u201c .. se p\u00ebr \u00e7 \u2018arsye vepra nuk p\u00ebrfundoi. E ngelur n\u00eb dor\u00ebshkrim sipas t\u00eb dh\u00ebnave edhe t\u00eb M.E.Durham, ajo u shkat\u00ebrrua gjat\u00eb viteve t\u00eb Luft\u00ebs. Vet\u00ebm n\u00eb vitin 1944, vepra u botua n\u00ebn kujdesin e at\u00eb G. Valentinit, n\u00eb Buletinin \u201cStudime dhe tekste\u201d, organ i Institutit t\u00eb Studimeve Shqiptare duke e kodifikuar n\u00eb tre libra: I. E drejta civile (familja , miqt\u00eb, prona). II. E drejta penale (kundrime paraprake , krime kund\u00ebr njeriut, krime kund\u00ebr pron\u00ebs, ligje t\u00eb posa\u00e7me vendore, procedurat). III. \u201cStruktura politike (fisi, bajraku, n\u00eb n\u00ebndarjet e bajrakut, qeverisja e fisit, e bajrakut dhe n\u00ebnndarjet).<\/p>\n<p>E. Cozzi \u2013 n\u00eb gjykimin e K. Ulqinit- z\u00eb nj\u00eb vend nderi, (ndon\u00ebse t\u00eb mohuar) n\u00eb albanologji, i konsideruar, \u201dnd\u00ebr njoh\u00ebsit m\u00eb t\u00eb mir\u00eb t\u00eb terrenit shqiptar krahas F. Nop\u00e7\u00ebs e M. E. Durham.<\/p>\n<p>At\u00eb G. Valentini S.J., njoh\u00ebs i drejtp\u00ebrdrejt\u00eb i psikologjis\u00eb dhe t\u00eb dokeve t\u00eb Mal\u00ebsis\u00eb s\u00eb Madhe, vler\u00ebsonte tek E. Cozzi, cil\u00ebsit\u00eb e \u00e7mueshme dhe t\u00eb domosdoshme q\u00eb ai kishte si punonj\u00ebs shkencor, aft\u00ebsit\u00eb p\u00ebr t\u00eb v\u00ebrtetuar tezat e parashtruara, duke \u201c\u2026vjelur shum\u00eb burime , e p\u00ebr t\u00eb ve\u00e7uar gjat\u00eb parashtrimit at\u00eb q\u00eb \u00ebsht\u00eb subjektive prej asaj q\u00eb \u00ebsht\u00eb objektive \u201d<\/p>\n<p>E gjith\u00eb kjo pun\u00eb shkencore pas vitit 1944, u tret n\u00eb zbrast\u00ebsin\u00eb q\u00eb krijoi heshtja dhe mohimi nga diktatura komuniste, aq m\u00eb tep\u00ebr q\u00eb kishin t\u00eb b\u00ebnim me nj\u00eb em\u00ebr t\u00eb hierarkis\u00eb s\u00eb lart\u00eb kishtare. Emri i tij ishte i panjohur, vepra po ashtu. T\u00eb botuara n\u00eb gjuh\u00ebn italiane dhe n\u00eb revista t\u00eb huaja t\u00eb fillimeve t\u00eb shekullit XX, studimet e E. Cozzi-t me v\u00ebshtir\u00ebsi mund t\u00eb gjendeshin n\u00eb Shqip\u00ebri, dhe n\u00ebse gjendeshin duhej leje e posa\u00e7me p\u00ebr t\u2019i konsultuar.<\/p>\n<p>Por gjurm\u00ebt ngelin, ata jan\u00eb m\u00eb t\u00eb forta se harresa e q\u00ebllimshme. Nd\u00ebrsa nj\u00eb pal\u00eb studiues endeshin n\u00eb zbulimin e t\u00eb fshehtave t\u00eb nj\u00eb populli, t\u00eb tjer\u00eb studiues p\u00ebrpiqeshin q\u00eb t\u00eb sillnin n\u00eb koh\u00eb, por edhe n\u00eb gjuh\u00ebn shqipe, veprat e atyre autor\u00ebve q\u00eb si\u00e7 thuhet shpesh \u201c nuk mund t\u00eb fshihen me nj\u00eb t\u00eb r\u00ebn\u00eb lapsi\u201d.<\/p>\n<p>Vepra e E. Cozzi-t do t\u00eb vijonte t\u00eb ishte e panjohur p\u00ebr publikun shqiptar, pa kujdesin dhe p\u00ebrpjekjen e W. Kamsit, (1926-2017) nj\u00eb nd\u00ebr personalitet n\u00eb z\u00eb t\u00eb gjurmimit t\u00eb letrave shqipe, por edhe t\u00eb autor\u00ebve t\u00eb huaj dhe shqiptar\u00eb q\u00eb jan\u00eb marr\u00eb me problemet albanologjike.<\/p>\n<p>I ndjeri Willy Kamsi, lindi me 17 dhjetor 1926 dhe u rrit n\u00eb Bari (Itali) n\u00eb familjen e Gjon Kamsit, (1894-1992) nj\u00ebri nga ekonomist\u00ebt e shquar shqiptar\u00eb, me mjaft kontribute n\u00eb mbar\u00ebvajtjen e institucioneve financiare t\u00eb shtetit shqiptar n\u00eb periudha t\u00eb ndryshme. Ka qen\u00eb publicist i njohur, autor i mjaft trajtesave t\u00eb karakterit ekonomik e finaciar, por edhe politik, historik, letrar dhe gjuh\u00ebsor t\u00eb botuara n\u00eb shtypin e koh\u00ebs, brenda dhe jasht\u00eb vendit. Ai ishte mik i shum\u00eb patriot\u00ebve mes t\u00eb cil\u00ebve edhe i Luigj Gurakuqit. P\u00ebr nj\u00eb periudh\u00eb 39 vje\u00e7are ruajti rrobat e p\u00ebrgjakura t\u00eb Luigj Gurakuqit, t\u00eb vrar\u00eb n\u00eb Bari n\u00eb vitin 1925, p\u00ebr t\u2019i dor\u00ebzuar n\u00eb Sht\u00ebpin\u00eb muze kushtuar Heroit ton\u00eb Komb\u00ebtar Luigj Gurakuqit ( kjo Sht\u00ebpi fatkeq\u00ebsisht nuk ekziston m\u00eb \u2013 sh\u00ebn. yn\u00eb). Gjon Kamsi ishte i pari q\u00eb botoi vepr\u00ebn \u201cVjersha\u201d t\u00eb L. Gurakuqit, firmosur me pseudonimin Gjikam. Kamsi ishte i bindur, q\u00eb veprat e E. Cozzi-t ndon\u00ebse u shkruan n\u00eb fillimet e shekullit XX, ngeleshin gjithnj\u00eb aktuale p\u00ebr etnolog\u00ebt shqiptar\u00eb, dhe sidomos p\u00ebr studiuesit e t\u00eb drejt\u00ebs zakonore, q\u00eb do t\u00eb kishin n\u00eb duar nj\u00eb variant tjet\u00ebr t\u00eb \u201cKanunit t\u00eb Lek\u00eb Dukagjinit\u201d.<\/p>\n<p>\u201c E. Koci e Sh. Gje\u00e7ovi- shkruan K. Ulqini,- i p\u00ebrfunduan veprat e tyre rreth t\u00eb drejt\u00ebs popullore pothuaj n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, por, me sa kuptohet nuk bashk\u00ebpunuan nj\u00ebri me tjetrin. Pavar\u00ebsisht nga kjo normat kanunore t\u00eb regjistruara n\u00eb Mal\u00ebsi t\u00eb Shkodr\u00ebs nga E Koci dhe n\u00eb Mirdit\u00eb nga Gje\u00e7ovi jan\u00eb dy variantet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb Kanunit t\u00eb Lek\u00eb Dukagjinit dhe nj\u00ebkoh\u00ebsisht fondi kryesor i korpusit t\u00eb s\u00eb drejt\u00ebs popullore shqiptare\u201d<\/p>\n<p>P\u00ebr shum\u00eb arsye, W. Kamsi nuk arriti t\u2019a shikoj\u00eb t\u00eb botuar p\u00ebrkthimin e hulumtimeve t\u00eb E. Cozzi-t, por ai arriti t\u00eb shqyrtoj\u00eb deri n\u00eb imt\u00ebsi, sjelljen n\u00eb shqip t\u00eb tyre, duke korrigjuar disa her\u00eb dor\u00ebshkrimet, me skrupolozitetin shkencor q\u00eb e shoq\u00ebronte.<\/p>\n<p>Libri \u00ebsht\u00eb shkruar n\u00eb nj\u00eb gegnishte t\u00eb past\u00ebr, tradicionale. Ai ruan t\u00eb gjith\u00eb element\u00ebt morfologjike dhe sintaksor\u00eb t\u00eb shqipes, k\u00ebsisoj, ai ka nj\u00eb vler\u00eb t\u00eb shtuar.<\/p>\n<p>Vdiq papritmas n\u00eb mosh\u00ebn 91 vje\u00e7are, m\u00eb 27 janar 2017, duke l\u00ebn\u00eb pas vetes nj\u00eb program t\u00eb v\u00ebrtet\u00eb pune p\u00ebr t\u00eb realizuar.
