N\u00eb rast t\u00eb pushtimit t\u00eb Shqip\u00ebris\u00eb nga ndonj\u00eb shtet tjet\u00ebr, personat q\u00eb p\u00ebrb\u00ebnin k\u00ebto lista, ekzekutoheshin. Listat q\u00eb pas vitit 1992 u njoh\u00ebn si \u201clista vdekjeje\u201d p\u00ebrpiloheshin mbi baz\u00ebn e regjistrit t\u00eb p\u00ebrpunimeve aktive 2A dhe kontrolleve operative 2B. Element\u00ebt kund\u00ebrshtar\u00eb p\u00ebrzgjidheshin nga pun\u00ebtor\u00ebt operativ\u00eb, t\u00eb cil\u00ebt nuk njiheshin m\u00eb me form\u00ebn p\u00ebrfundimtare t\u00eb list\u00ebs. Direktiva \u201cMbi funksionet dhe detyrat e organeve dhe reparteve t\u00eb Ministris\u00eb s\u00eb Pun\u00ebve t\u00eb Brendshme p\u00ebr koh\u00eb lufte\u201d, miratuar nga K\u00ebshilli i Mbrojtjes s\u00eb RPSH-s\u00eb sh\u00ebrbeu si baza e par\u00eb ku mb\u00ebshteteshin veprimet kund\u00ebr kund\u00ebrshtar\u00ebve t\u00eb regjimit. Bazuar n\u00eb urdhrit nr.507, dat\u00ebs 7.4.1969 t\u00eb ministrit t\u00eb Pun\u00ebve t\u00eb Brendshme\u201cMbi funksionet dhe detyrat e organeve dhe reparteve t\u00eb MPB-s\u00eb n\u00eb koh\u00eb lufte\u201d, pun\u00ebtor\u00ebve operativ\u00eb nuk u lejohej njohja me masat dhe gatishm\u00ebrin\u00eb p\u00ebr t\u00eb spastruar zonat nga \u201celement\u00ebt e rreziksh\u00ebm armiq\u201d, por u lejohej pjes\u00ebmarrja n\u00eb studimin e \u201cpersonave armiq\u201d, p\u00ebr t\u00eb caktuar n\u00eb listat p\u00ebrkat\u00ebse objektet q\u00eb ndjekin dhe kan\u00eb n\u00eb evidenc\u00eb. Listat mbaheshin n\u00eb nj\u00eb ekzemplar vet\u00ebm nga kryetari i deg\u00ebs s\u00eb pun\u00ebve t\u00eb brendshme n\u00eb dosjen e gatishm\u00ebris\u00eb dhe si t\u00eb tilla nuk pasqyroheshin n\u00eb dokumente t\u00eb tjera. \u00c7do kryetar dege hapte zarfin e kodifikuar p\u00ebr koh\u00eb lufte dhe urdh\u00ebronte likuidimin e elementit kund\u00ebrshtar brenda rrethit ku kishte juridiksionin. Kategoria e personave q\u00eb b\u00ebnte pjes\u00eb n\u00eb list\u00ebn nr.1 ekzekutohej. Ata t\u00eb list\u00ebs nr.2 internoheshin ose burgoseshin n\u00eb vende t\u00eb posa\u00e7me me llogarin\u00eb p\u00ebr t\u2019i p\u00ebrdorur si rob\u00ebr lufte.
