Qeveris\u00eb i mbeten edhe m\u00eb pak se 300 milion\u00eb euro koncesione p\u00ebr t\u00eb dh\u00ebn\u00eb.<\/p>\n<p>Kontrata t\u00eb tilla 13 vje\u00e7are jan\u00eb\u00a0 borxhe afatgjata t\u00eb cilat qeveria aktuale po i merr jasht\u00eb ligjit p\u00ebr borxhin publik.<\/p>\n<p>Ndon\u00ebse zyrtarisht k\u00ebto kontrata nuk konsiderohen si borxh publik, ato jan\u00eb detyrime p\u00ebr t\u00eb cilat Fondi Monetar Nd\u00ebrkomb\u00ebtar dhe institucione t\u00eb tjera kan\u00eb k\u00ebrkuar me k\u00ebmb\u00ebngulje gjat\u00eb viteve t\u00eb fundit t\u00eb llogariten si borxh publik.<\/p>\n<p>N\u00ebse, si\u00e7 rekomandon FMN, koncesionet sakaq t\u00eb dh\u00ebna dhe ato q\u00eb pritet t\u00eb jepen llogariten si borxh publik, shqiptar\u00ebt do t\u00eb ken\u00eb edhe s\u00eb paku 1.5 miliard\u00eb euro shtes\u00eb p\u00ebr t\u00eb shlyer dhe borxhi publik nuk \u00ebsht\u00eb 70% e PBB-s\u00eb por afro 83%.<\/p>\n<p><strong>Shum\u00eb para p\u00ebr pak kilometra rrug\u00eb<\/strong><\/p>\n<p>Qeveria e kryeministrit Edi Rama ka vuajtur ca gjat\u00eb viteve t\u00eb fundit p\u00ebr t\u00eb demonstruar se \u00ebsht\u00eb n\u00eb gjendje t\u00eb nd\u00ebrtoj\u00eb rrug\u00eb. N\u00eb shum\u00eb raste, Rama ka publikuar video-animacione n\u00eb faqen e tij n\u00eb Facebook dhe \u00ebsht\u00eb p\u00ebrballur me kritikat se, ndon\u00ebse videot jan\u00eb t\u00eb bukura, qeveria e tij nuk ka arritur t\u00eb realizoj\u00eb pothuajse asnj\u00eb rrug\u00eb t\u00eb re nd\u00ebrkoh\u00eb q\u00eb rrug\u00ebt e nisura t\u00eb nd\u00ebrtohen vite m\u00eb par\u00eb, vijojn\u00eb t\u00eb zvarriten n\u00eb pafund\u00ebsi.<\/p>\n<p>Por kontratat koncesionare p\u00ebr nd\u00ebrtim rrug\u00ebsh ngren\u00eb pik\u00ebpyetje t\u00eb m\u00ebdha si sa i p\u00ebrket form\u00ebs s\u00eb p\u00ebrzgjedhur t\u00eb prokurimit, pra partneritetit publik-privat, ashtu edhe kostos s\u00eb tyre. Pik\u00ebpyetje ka edhe mbi faktin n\u00ebse projektet e p\u00ebrzgjedhura p\u00ebr t\u2019u financuar jan\u00eb apo jo rentab\u00ebl.<\/p>\n<p>Rruga Thuman\u00eb \u2013 Kashar, nj\u00eb autostrad\u00eb me kat\u00ebr korsi, synon t\u00eb lidh\u00eb autostrad\u00ebn ekzistuese Thuman\u00eb \u2013 Milot me autostrad\u00ebn Tiran\u00eb \u2013 Durr\u00ebs, me supozimin se nj\u00eb autostrad\u00eb e re do t\u00eb vijoj\u00eb nga Kashari, 10 kilometra n\u00eb per\u00ebndim t\u00eb Tiran\u00ebs, me Kavaj\u00ebn, nj\u00eb ide q\u00eb mund t\u00eb mos realizohet kurr\u00eb.<\/p>\n<p>Segmenti Thuman\u00eb \u2013 Kashar \u00ebsht\u00eb fituar n\u00eb kontrat\u00eb koncesionare nga kompania Gener 2, e cila \u00ebsht\u00eb kritikuar m\u00eb her\u00ebt nga eksponent\u00eb socialist\u00eb si e lidhur me ish-kryeministrin Sali Berisha. Ky segment rrugor \u00ebsht\u00eb vet\u00ebm 20.7 kilometra i gjat\u00eb dhe pritet t\u00eb kushtoj\u00eb s\u00eb paku 228.5 milion\u00eb euro. Me nj\u00eb kosto prej afro 11 milion\u00eb eurosh p\u00ebr kilomet\u00ebr, kjo \u00ebsht\u00eb ndoshta rruga m\u00eb e shtrenjt\u00eb n\u00eb Shqip\u00ebri.<\/p>\n<p>Projekti tjet\u00ebr, ai i Rrug\u00ebs s\u00eb Arbrit, parashikon nd\u00ebrtimin e rreth 50 kilometrave rrug\u00eb me nj\u00eb tunel n\u00ebn Qaf\u00ebn e Murrizit me nj\u00eb kosto totale prej 254 milion\u00eb eurosh dhe me nj\u00eb kosto mesatare prej 5 milion\u00eb eurosh p\u00ebr kilomet\u00ebr. Kjo \u00ebsht\u00eb nj\u00eb rrug\u00eb me dy korsi.<\/p>\n<p>Projekti i tret\u00eb \u00ebsht\u00eb i dit\u00ebve t\u00eb fundit. Ai \u00ebsht\u00eb propozuar si koncesion i pak\u00ebrkuar nga nj\u00eb kompani e panjohur e quajtur A.N.K.<\/p>\n<p>M\u00eb 23 korrik, qeveria hapi tenderin p\u00ebr k\u00ebt\u00eb rrug\u00eb, me nj\u00eb fond limit prej 161.5 milion\u00eb eurosh p\u00ebr nj\u00eb segment rrugor prej vet\u00ebm 17.3 kilometra dhe me nj\u00eb kosto mesatare prej 9.3 milion\u00eb eurosh. Projekti parashikon lidhjen e Milotit me fshatin Balldren pran\u00eb Shkodr\u00ebs dhe p\u00ebrfshin nd\u00ebrtimin e nj\u00eb tuneli 850 metra t\u00eb gjat\u00eb n\u00ebn malin e Sh\u00ebngjinit si dhe dy ura mbi lumenjt\u00eb Mat dhe Drin.<\/p>\n<p>Projekti i kat\u00ebrt i p\u00ebrket nd\u00ebrtimit t\u00eb nj\u00eb rruge t\u00eb re nga Orikumi (porti i Jahteve) deri n\u00eb fshatin Dukat rr\u00ebz\u00eb Qaf\u00ebs s\u00eb Llogaras\u00eb. K\u00ebtu b\u00ebhet fjal\u00eb p\u00ebr 14.7 kilometra rrug\u00eb me dy korsi me nj\u00eb kosto t\u00eb planifikuar prej 50.5 milion\u00eb eurosh dhe me nj\u00eb kosto mesatare p\u00ebr kilomet\u00ebr prej afro 3.4 milion\u00eb eurosh.<\/p>\n<p>S\u00eb bashku, t\u00eb kat\u00ebr projektet pritet t\u2019u kushtojn\u00eb shqiptar\u00ebve mbi 711 milion\u00eb euro p\u00ebrgjat\u00eb 13 viteve t\u00eb ardhshme n\u00eb rast se realizohen.<\/p>\n<p><strong>Kapitali privat nuk duket asgj\u00ebkundi<\/strong><\/p>\n<p>Parimi i shprehur nga qeveria p\u00ebr zgjedhjen e kontratave koncesionare p\u00ebr nd\u00ebrtimin e rrug\u00ebve \u00ebsht\u00eb \u201cangazhimi i kapitalit privat n\u00eb ekonomi\u201d. Por kompanit\u00eb q\u00eb kan\u00eb fituar kontratat koncesionare aktualisht kan\u00eb v\u00ebn\u00eb n\u00eb dispozicion t\u00eb projekteve kapitale minimale, nd\u00ebrkoh\u00eb q\u00eb qeveria ka premtuar se do t\u00eb jap\u00eb \u201cgaranci sovrane\u201d p\u00ebr kompanit\u00eb q\u00eb k\u00ebto t\u00eb fundit t\u00eb mund t\u00eb marrin kredi n\u00eb banka.<\/p>\n<p>P\u00ebr shembull, kompania Gjoka 87, e cila \u00ebsht\u00eb krijuar p\u00ebr t\u00eb nd\u00ebrtuar rrug\u00ebn e Arbrit me kosto 254 milion\u00eb euro, ka nj\u00eb kapital t\u00eb paguar prej vet\u00ebm 80 milion\u00eb lek\u00ebsh (rreth 625 mij\u00eb euro).<\/p>\n<p>Por m\u00eb shqet\u00ebsuese jan\u00eb klauzolat e kontratave t\u00eb tjera si ajo e Rrug\u00ebs Thuman\u00eb \u2013 Kashar apo k\u00ebto t\u00eb pritshmet Milot \u2013 Balldre dhe Orikum \u2013 Dukat, n\u00eb t\u00eb cilat qeveria merr p\u00ebrsip\u00ebr t\u00eb jap\u00eb garanci p\u00ebr kredit\u00eb bankare t\u00eb kompanive private.
